INCLUSIVE EDUCATION FOR DISABLED, (IED)

 
 

Introduction:-

 

                     SSA guideline states that every child with special needs, irrespective of the kind, category and degree of disability, is to be provided education in an appropriate environment, SSA adopts’ Zero rejection’ policy so that no child is left out of the education system. The main feature of inclusive education is development of general education system to meet the educational needs of children with disabilities. The SSA is only a framework can be exercised to include many children with special needs (CWSN) in general Schools. For the remaining CWSN the strategy is to cover them for mainstreaming through home based education, remedial teaching and bridge course for CWSN. For this purpose different type of activity like, medical Assessment camp, supply of  Aids and appliances, School Environment make barrier free different competition among CWSN, Teachers training have been under taken by SSA, Dhenkanal . To conducting the above type of programme, SSA, Dhenkanal has made convergence with CDMO, SVNIRTAR,ALIMCO, DSWO,NGO and special Schools etc.

 

               As per the norm of SSA, provision has been made within the unit cost @ Rs. 1200/- per child. Hence Rs. 1200/-x3849 CWSN=Rs 46.188 lakh may be planned in the financial year 2009-10.

 

 

PROGRESS OVERVIEW ON INCLUSIVE EDUCATION IN THE YEAR 2008-09

  

1. IDENTIFICATION & ENROLMENT OF CWSN:

 

          During the year, 2008-09 3849 CWSN were identified out of them 3247 CWSN were enrolled in different School. Rest CWSN ( 602 out of school) will be provided home based education, Bridge course and remedial teaching by the Block resource Teachers on IED in convergence with NGOs.

 

2. BLOCK RESOURCE TEACHERS ON I.E.D.:

 

          Out of 8 Blocks in the district BRTs have been engaged only in case of 7 Blocks only. In the remaining block engagement will be made very soon i.e. before starting the academic session 2009-10 and salary to these BRTs will be given out of IE intervention head.

 

3. D.R.G. MEETING ON I.E.D.

 

          5 to 10 members will be taken in a District Resource Group for resource support at the district level IED activities. These groups will help the DPO-IE in various IE training programme to be conducted in the district.

 

4. MEDICAL ASSESSMENT CAMP:

 

          8 nos of medical assessment camps were conducted in 8 Block where as 1140 CWSN were assessed there degree of disability by the specialist of ENT, ortho and eye of H.Q hospital Dhenkanal. Out of above 976 CWSN were provided disable certificate, 112 bus/train concession pass and 232 CWSN provided Aids and Appliances.

 

5. AIDS AND APPLIANCES:

 

          Aids and Appliances were properly distributed among disabled children in last years. Out of requirement of 548 Aids and appliances have been given to 232 CWSN with the help of DSWO under single window camps.

 

 

6. ESCORT TRANSPORT ALLOWNCE:

 

           Generally it has been observed that 5% of the identified  CWSN ( OH & VI) require specialized support in the form of escort/transport allowance after assessment. In this year 135 nos of CWSN have been benefited.

 

7. SURGICAL CORRECTION:

 

          Many poor children born accompanying with physical problems/defects like Polio, Cleft lip & palate and eye cat rate due to which they are unable to function like normal children and also suffering from inferiority compact. In this year 12 nos of cleft lip and palate children was made surgery with free of cost.

8. CELEBRATION OF INTERNATION DAY FOR DISABLED.

 

          International day was organized at Dist. H.Q on 3rd Dec. 2008-09 ceremonially. Various activity were held among normal children and disabled.

 

9. CONSTRUCTION OF RAMPS:

 

          In the year 2008-09, out of 1403 School in the District only 70% of School were made barrier free through civil head and IED head for easy asses of CWSN. During the year total 350 School have been made barrier free.

10. THEME BASED PROGRAMME ON IED:

 

          In the year 2008-09 52 nos of camps were conducted, where as 1850 CWSN were participated in the different activities which are helpful for there development of art esthetic, sensory skills and fine motor co-ordination.  

 

11. TRAINING TO PARENTS OF CWSN/VEC/PRI:

 

            In order to create awareness among the parents of CWSN/VEC/PRI on education of CWSN, one day orientation training to all parents of CWSN, some selected VEC President and PRI members of the Block/GP were imparted in this year. Hence 48 nos of training programme were conducted where as 1945 participant orientated towards awareness Education, use and maintenance of Aids and appliances and their children’s daily living skill.  

 

12. 3- DAY SPEECH TRAINING TO HI CHILDREN :-

           In the year 2008-09 16 nos of speech therapy camps were conducted where as 320 nos of hearing Impaired and speech problem CWSN were attended for strengthening of their communication skill in class room transaction.
