Particulars of organization, functions and duties

  1. Aims and objectives of the organization

This section  forest settlement section, Collectorate, Dhenkanal is functioning to project the forests work destruction declaring the forest as reserve forest-.under section 21 of the Orissa forest Act-1972.the aim of this section in to settle more and more forest as reserve forest.

 

  1. Mission /Vision

Divisional forest officer concerned are initiating proposal for declaration of reserve forest.

 

      3.BRIEF HISTORY AND BACKGROUND FOR IT ESTABLISHMENT

This section has come in to functioning under it felt necessary that forest s like Revenue forest  of gramya jungles are destroyed by people. since there was no protective measures  to project the same. To project  the village forest revenue forests etc work the distraction govt. have decided to impose certain rules and regulation. for which forest settlement section is established and functioning.

     4.ORGANISATION CHARTS :

            In this section forest settlement officer submitting draft notification under Section4(I) of the Orissa Forest Act-1972 for approval of Govt. for declaration of any area as reserved forest. After issue of draft notification and going through the objection and other records the forest settlement Officers against submit proposal to Govt. for final notification under Section 21 of the Orissa forest Act-1972. The Govt. in Revenue Deptt. in consultation with the  forest Deptt. issued the notification under Section 21 of the Orissa  ForestAct-1972.

7. Details of services rendered

   The forest settlement officer in submission draft notification u/s4{I} of the Orissa Forest Act-1972 for approval of Govt. for declaration of  any area as reserved forest. After issue of draft notification forest settlement officer invites public objection if any and verify the documents and records. After observing all formalities the forest settlement officer again submits proposal to Govt. for issue final notification u/s21 of Orissa forest act-1972.

 

            The Amin verifies the forest boundary with that of revenue village boundary checks the maps of concerned forest blocks. Prepares enumeration register of the adjoining revenue village of the concerned forest blocks. Verifies the revenue village boundary within the forest blocks and also renders necessary assistance to the F.S.O at the time of inquiry and hearing objections under  Orissa forest act-1972.

 

         The chainman renders his assistance to the Amin at that time of field inquiry and preparation of documents and reports its.

          one  senior clerk is  dealing with correspondence and keep records and documents safely.

         The Jr. Clerk deals with issue diary and dispatch of letters and assists the Sr. Clerk.

          The peon renders their service is running of the section work day to day work.

 8. Citizens interaction

After issue of draft notification public notices are issued inviting objections if any within a period of 30 days during this period interaction with public arises and claims of public dispose.

      There is a scope of public interaction at the time of hearing of objection after issue of 4{I} draft notification and before   issue of final notification u/s21 of Orissa Forest Act-1972.

 13. Grievance redress mechanism

    one public grievance cell is opened  in the Collectorate in which collector hears the grievance of public. This cell also attends to forest settlement section.

Procedure followed in decision-making process

[Section 4(1)(b) (iii)]

The procedure can be described both in narrative form and through Flow Process Chart. In narrative form the stages through which a proposal passes, the levels at which it

gets examined and the final authority to which it has to go for approval may be explained.

The Flow Process Charts can give a comprehensive process as may be seen from the following illustration of preparing a food card.
