Subsidy is released under FFDA programme after completion of the project, receipt of final U.C. from FEO and subsidy claim from concerned Bank.

(b)

Admissible subsidy is 20% of the finance amount or maximum subsidy limit which ever is less.

The above assistance will be availed by all category of farmers only once to a beneficiary for a certain project.

(d)

Subsidy for construction of new ponds and tanks / renovation of tanks and first year input to an individual beneficiary up to 5 Hac. Is available in the plain area & 1.0 Hac. in  the hilly Districts on pro rate basis.

Apart from above, the river Brahmani and it’s tributary Ramial along with other small rivers & canals provide a length of 223 Km. for capture fishery resources. In recent days, the river Brahmani has been industrially polluted greatly affecting the fish catch. The Ramial reservoir and other reservoirs also provide good capture sources. 

2.       FISH / PRAWN SEED HATCHERIES AND SEED PRODUCTION          

          At present there is one fish seed hatchery in the district at kamakshyanagar fish farm with production capacity of 10 millions spawn. The present fish seed demand of the district stands at 2.00 crores out of which 0.40 crores are produced from the 3 nos. of Departmental Nursery Farms, 0.30 crores by the farmers through their fry rearing centers (FRC) and rest 1.30 crore is procured from other Departmental farms / OPDC hatcheries out side the district and private traders actively operating in the district.

          Similarly, the demand for freshwater prawn seed in the district is in increasing trend . The present level of demand is about 4.0 lakhs which is met out of private hatcheries out side the district and from riverine collection .

 3.       LONG TERM LEASE OF G.P. TANKS 

          The district has 1894 nos. of tank under Gram Panchayats in different blocks. After Govt. Notification of procedures for granting Long Term Lease,  629 nos. of G.P. tanks have already been approved for L.T.L. for 5 years to the SHGs / PFCS under active guidance of the Collector, Dhenkanal . A programme has been chalked out to supply the fingerlings for stocking in these tanks in the current year. The group members are being trained on scientific pisciculture and an instruction manual prepared by FFDA has been provided to each group.

          Out of  7 nos. of  reservoirs above 40.00 Ha. 6 reservoirs have been leased out to PFCS / SHGs for pisciculture. 14 nos. of captive nurseries having 4.60 Ha. water area have been  constructed   at 4 reservoir sites under  National Food for Works Programme /NREGS  funds provided by DRDA . Besides 2 nos. of fish landing sheds have also been constructed at Gunduraposi and Dandadhar Reservoir sites. The Dandadhar Reservoir having MWSA of 783 Ha. which comes under Dhenkanal and Keonjhar district  could not be leased out as the PFCS did not deposit the lease value .  Presence of a large number of stumps in reservoir basins are creating problems in fishing operation.

                    The P.F.C.S / S.H.Gs are economically weak. Steps have been taken to assist them under N.C.D.C / S.G.S.Y and other schemes. 

6.       CONSTRUCTION OF LOW COST HOUSES UNDER NWFF : 

Since inception 287 nos. of low cost houses have been provided to the fishermen under National Welfare Funds for Fishermen in the district .

7.       FISH POND INSURANCE         

          Fish pond insurance is going to be introduced in the district from the current year. A one-day workshop has been organized by the National Insurance Company Ltd. in the office of the A.D.F., Dhenkanal with participation of field level functionaries and  bank officials. The Fishery Extension Officers have been instructed to go ahead with the programme with special emphasis on L.T.L. approved G.P. tanks and FFDA tanks. With a premium amount of Rs500/- , one acre water area is covered under inland freshwater fish insurance with assured sum of Rs 17,500/-. During 2007-08 five tanks have so far been covered under this scheme. The insurance coverage is less as the beneficiaries are not interested to deposit the premium amount in time. 

8.       TRAINING        

          During this year 100 women SHGs have been imparted training on intensive pisciculture to boost up fish production as well as their economic condition under Mission Shakti assistance and package of Rs 5000/- given to each group. 80 educated unemployed youths interested for fish farming were given 5 days training under “ up-gradation of skill ” including practical field visit to sites of yearling production. A training programme for 60 nos. of  pisciculturists  on “ Intensive Aquaculture in ponds, tanks and reservoirs under National Fisheries Development Board ( NFDB) ” will be conducted during month of February. 

9.       ATMA ACTIVITIES 

          Demonstration on yearling production has been conducted in each block with assistant package of Rs 5000/- per unit. Block level training and exposure visit inside state will be conducted during this month. 

10.     SUGGESTIONS 

i)                   Against the requirement of 110.00 lakhs of yearlings , 26.00 lakhs can be produced from Govt. and Pvt. Sector during 2008-09. To meet the gap more nos. of private entrepreneurs may be given institutional finance in time to raise their fisheries activities.

ii)                 Fish seed certification may be introduced, so that the farmers can avail quality fish seeds and seed producers are assured of sale of their produced yearlings.

iii)               The extension wing should be strengthened in each block with filling of vacant posts and providing T.A., D.A., & fuel for conveyance etc.

iv)               More nos. of demonstrations and exposure visits to outside states may be encouraged to create confidence among educated unemployed youths to take up pisciculture as their profession.
