MLALAD Works Special fund  

Overview

 

Structure:          The District Planning Office is being functioning in the district head quarters since 01.08.1984. It is located at Kunjakanta (near Dhenkanal Municipal Office). Miss Neeta Mohanty, District Planning Officer ,Dhenkanal is the head of Office and is assisted by 2 SEIs, one Cartographer, One Sr. Clerk, One D.E.O. and 3 Peons in  day to day Official work. The office telephone number is 06762 224422.

 Functions:             The main functions of the Office to prepare the need based Annual District plan, Five Year Plans, Perspective Plans of the District .It gives secretarial assistance to Dist. Planning Committee. Collect various information for setting up of date base at Dist. level . It is also taking up periodical monitoring of various schemes funded through this Office. 

Schemes Adopted: Various schemes like MPLADAS/MLALADS/Special Problem Fund are in operation through this Office. The brief write up of the schemes are as follows.

1.  MEMBER OF PARLIAMENT LOCAL AREA DEVELOPMENT SCHEME (MPLADS)

Dhenkanal is the NODAL district for two MPs namely Sj. Tathagata Satapathy, Hon’ble MP, Lok Sabha, Dhenkanal & Sj. Rudra Narayan Pany , Hon’ble MP, Rajya Sabha, Odisha.

 
 

      

 
  Under this scheme each Hon`ble M.P has the choice to suggest development works .  
 

          

 
 

to the tune of Rs. 2.00 crores per year to be taken up in his/her constituency. The works under this scheme are of developmental in nature based on locally felt needs. The emphasis is on creation of durable assets. On the recommendation of the Hon`ble M.Ps. the Collector, Dhenkanal sanctions projects as per estimated cost for execution by different executing agencies adhering to the guidelines of MPLAD. The progress of MPLAD Scheme in Dhenkanal District is indicated below..

(2) MEMBERS OF LEGISLATIVE ASSEMBLY LOCAL AREA DEVELOPMENT FUND (MLALADS)

  With a view to increasing the participation of local people and their representatives in the planning process MLALAD scheme has been introduced. This fund is intended to be utilized for small but essential projects based on the felt need of the local public. It is also meant to be used for providing missing links to operationalise non- operational plan assets for which funds cannot be provided under any on-going programmes. On the recommendations of the Hon`ble M.L.As the Collector, Dhenkanal sanctions projects as per estimated cost for execution by different executing agencies adhering to the guidelines of MLALAD.

 (4) PREPARATION OF DISTRICT PLAN

This office deals with comprehensive District Plan for Dhenkanal district. For this purpose Government in Planning & Coordination Department have constituted the District Planning Committee. The DPC acts as the apex body for formulation of District Plan. The Five Year Plan 2008-13 & Annual Plan 2008-09 has been prepared & submitted to the Govt. Preparation of Annual Plan, 2009-10 is in  progress.

(5) ASSEMBLY CONSTITUENCY-WISE DEVELOPMENT COMMITTEES (ACDC)

 Assembly Constituency-wise Development Committees for each Assembly Constituency of the district have been constituted under the Chairmanship of  concerned Hon’ble MLAs.. All developmental works undertaken in the Assembly Constituencies are being reviewed in the meetings from time to time.

2.1.     History/Background/Objective/purpose of the public authority

The District Planning Office, Dhenkanal is being functioning in its own building with effect from 01.08.1984 as per the Notification No. 11494/P dt.25.07.1984 of Planning & Co-ordination Department, Govt. of Odisha. The office is located near Dhenkanal Municipal office.

The main objectives of the office is to prepare the Annual Plan/Five Year Plan & perspective plan for the district in active cooperation of the district level Officers.

Objectives-With a view to increasing the participation of local people and their representatives in the planning process, which is one of the main objectives of decentralized planning, the concept of Members of Legislative Assembly Local Area Development Fund "MLALAD Fund" has been introduced in the State of Odisha since 1997-98. Similar to that of MPLAD Fund introduced by Government of India in 1993-94. Under MLALAD scheme, funds to the tune of Rs. 75.00 lakh per Constituency will be Provided in the State's Plan Budget every year. The "MLALAD Fund" is intended to be utilized for small but essential Projects/Works based on the felt needs of the local public. It is also meant to be used for providing missing links to operationalise non-operational Plan assets for which funds can not be provided under any other on-going Programmes, This fund is not tied to any development sector but nonetheless it shall be governed by certain guidelines, as given below and all established administration and financial procedures of the State Government for implementation of Development Programmes will apply to the utilization funds under MLALAD Scheme.
