Objectives                            :-

                Agriculture in Odisha continues to be characterized by low productivity due to traditional agricultural practices, inadequate capital formation and low investment, inadequate irrigation facilities, low water use efficiency, uneconomic size of holding etc. The agricultural development plan in today’s context has to be holistic, well-defined and focused towards overall well-being of the farming community. The Government, therefore, have decided to go for a New Agriculture Policy which is futuristic, flexible enough to anticipate and address emerging trends, identify potential areas for development and chalk out a clear agenda for agricultural development for last 10 years. The main objectives of this policy are as follows.

·      To bring in a shift from the present level of subsistence agriculture to a profitable commercial agriculture so that people would accept agriculture as a vocation.

·      To promote sustainable agriculture development.

·      To enhance productivity of important crops at least to match with national average (enhancing seed replacement, availability of quality planting material, INM, IPM, Water Management, Farm Mechanization and technology Transfer.)

·      To encourage crop diversification particularly in uplands and medium lands (e.g. paddy to non-paddy crops).

·      To encourage modern farming system approach.

·      To encourage contract as well as compact farming.  

How Department is Helpful to Public

1.             Agricultural extension Machinery is engaged in the transfer of latest production technology round the year.

2.             Timely supply of high yield, hybrid seeds to the farmers through seed sale centre at different place of the block at Govt. subsidised rate.

3.             Impact training programme on various crop production programme through FFS, Farmers training & Field demonstration.

4.             Conducting inside & outside farmer’s exposure visit to learn new technology by seeing is believing.

5.             To know the nutrient status of the soil , soil samples are tested at nominal rate of Rs. 5/- at our soil testing laboratory and also in block under honourable C.M.package for balance use of fertiliser.

6.             To create irrigation potential subsidy is provided for deep bore well, dug well, river lift project & diesel pump sets at 50% subsidy maximum up to 50,000.00, 50,000.00, 40,000.00 and 10,000.00 respectively.

7.             Subsidises are provided for purchase of combine harvester, power tiller & other farm machinery & Argil. Implement.

ATMA FOR DHENKANAL DISTRICT

1.                  Aim  & Objective     :-

·        ATMA (Agriculture Technology Management Agency), Dhenkanal is a registered body under Society Reg. Act 1860 incepted from 2005-06.

·        ATMA aims at all round development in Dhenkanal district in agriculture & allied sector keeping close liaison between line deptts.

·        ATMA, Dhenkanal works under Chairmanship of Collector, Dhenkanal where Deputy Director of Agriculture, Dhenkanal acts as Project Director, ATMA.

·         District heads of line deptt. (Agriculture, Animal Resources, Horticulture & Fisheries) are involved in discussion making process at district level long with Governing Board members of ATMA.

·        Block level structure of ATMA is named as FIAC (Farm Information Advisory Centre). BTT Convenors leads the team of officials (block level line deptt officers) and farmers (10-12)nos. respectively different sector (as BTT members). FIAC level discussion is made in presence of Chairman, FIAC (one from the farmer side).

·        The FIAC decide & regulate utilisation of FIAC fund on different sectorial activities directly routed to FIAC from Director, IMAGE through Project Director, ATMA.

·        The FIAC keep liaison with village level structure by ATMA i.e; gram krushi mancha (GKM in each revenue village) through the Secretary & President, GKM.

·        GKM is associated with farmers & farmers groups called as FIG/WFIG/CIG.

·        Various farmers’ oriented activity/programmes are organised at FIAC Level for benefits of the farmers.

·        Preparation and sending of krushi soochana to each gram krushak mancha each month.

·        Annual subscription for monthly odia agricultural magazine “KBA” to each GKM.

·        Organisational of various demonstrations at farmers level in agriculture & allied sector.

·         Organisation of different farmers training programme at village/block/ district level in agriculture & allied sector.

·        Organisation of farmers school in agriculture & allied sector.

·        Organisation of animal health camp.

·        Organisation of Farmer scientist interaction programme in agriculture & allied sector.

·        Award of prize (cash /kind/momentum) to successful farmers.

·        Provisional of seed money / revolving fund to groups @ Rs. 10,000/- group.

·        Organisation of Exposure visit  programme of farmers to either inside or outside the state.

RKVY FOR DHENKANAL DISTRICT

1.      Aim  & Objective                 :-

Considering the slow growth in the Agriculture and allied sectors, a special assistance scheme named Rastriya Krishi Vikash Yojana (RKVY) is launched. The programme has been implemented in the district for Rabi 2007-08. The main aim is to increase the farm level economy by increasing production & productivity.
