PMEGP IMPLEMENTING AGENCY; The scheme is implemented by Khadi & Village Industries Commission(KVIC), Munbari, a statutory body created by Khadi & Village Industries Commission Act,1956 , which will be the single nodal agency at the national level. At the state level the scheme will be implemented through State Directors of KVIC, State Khadi & Village Industries Board (KVIB) & Dist. Industries Centre (DIC) in rural areas. In urban areas , the scheme will be implemented by Dist. Industries Centre, (DIC) only. KVIC will co-ordinate with state KVIB/State DIC and monitor performance in rural & urban areas. KVIC & DIC will also involve NSIC, Udyami Mitras empanelled under Rajib Gandhi Udyami Mitra Yojana (RGUMY),Panchyat Raj Institution & other NGOs of repute in Identification of beneficiaries under {MDGP). Eligibility condition of the beneficiaries: i) Any individual , above 18 year of age. ii) There will be no income ceiling for assistance for setting up of project under PMEGP. iii) For setting up of project costing above Rs.10.00 lakhs in the manufacturing sector & about rs.5.00 Lakhs in the business/service sector,the benefciaries should possess least VIII standard pass educational qualification. iv) Assistance under the scheme is available only for new projects sanctioned specifically under the PMEGP. v) Self Help Group ( including those belonging to BPL provided that they have not availed benefits under any other Schemes) are also eligible for assistance under PMEGP. vi) Institutions registered under societies registratinAct,1860. vii) Production Coop. society. viii) Charitable trust. ix) Existing units (under PMRY, REGP or any other scheme of Govt. of India or State Govt.) & the units Data have already availed Govt. subsidy under any other scheme of Govt. of India or state Govt. are not eligible. Quantum & Nature of financial assistance levels of funding under PMEGP:
Note-1. The maximum of the project /Unit admissible under Manufacturing sector is Rs.25.00 Lakhs. 2. The Maximum cost of the project /unit admissible under Business/service sector is Rs. 10.00 Lakhs. 3. The balance amount of the total project cost will be provided by Banks as term Loan. DEVELOPMENT OF HANDICRAFT ENTERPRISE. Handicraft sector provides ample scope for self employment in Rural & Urban areas. For the development of Handicrafts enterprise, the schemes being implemented in the district are as follows: A) SETTING UP OF HANDICRAFT ENTERPRISE; In order to promote Handicraft enterprise margin money assistance will be provided to the individual artisans/entrepreneurs for availing Bank loan. Eligibility criteria: a) The applicant should be in the age group of 18 to 45 years . b) He/She should not be a defaulter to any financial Institution. c) Preference will be given to Artisans. Margin Money assistance: Margin money assistance @ 15% of the Project cost with ceiling of Rs.7500/- will be provided to the artisans through Bank branches after sanction of loan in favour of the entrepreneur. The balance requirement of margin money shall be contributed by the applicant. Procedure to apply: The entrepreneur shall submit the application form at Dist Industries Centre. B) REHABILITATION OF HANDICRAFT ARTISANS; Traditional/Trained artisans shall be provided with margin money assistance for availing Bank finance to set up own production unit. Eligibility Criteria: 1. The artisans should be in the age group of 18 to 45 years. 2. He/She should not be defaulters to any Bank. 3. He/She must be a permanent resident of Odisha. 4. 05% of the project cost shall be contributed by the artisan. Margin Money assistance: Margin money assistance @ 20% of the project cost with ceiling of Rs.5000/- will be provided to the artisan through the concerned Bank after sanction of the loan. Procedure to apply: The Artisan should submit his/her application to Dist. Industries Centre. C) CLUSTER DEVELOPMENT PROGRAMME; A cluster would be a village or group of contiguous villages within a radius of 3 to 5 Kms. having at least 30 nos of traditional artisans practicing the same craft . For the self employment and economic development of the artisans the following intervention are taken in the cluster. 1. Survey social mobilization & formation of Self Help Groups. 2. Skill up-gradation training. 3. Supply of Modern Tools & equipments. 4. Margin Money support for availing Bank loan. 5. Design Development Programme. 6. Marketing support.
